		<description>In addition to certain other blemishes identified by Professor Ranci which may limit the effectiveness of ACER as it is envisaged at this early stage, I do not see a provision in the draft making the publication of decisions obligatory.  Can this be an innocent oversight?  I rather doubt it.  At the end of his essay, Professor Ranci ponders what the contribution of the Parliament will be to this legislative process.  I hope we can count on the Parliament to insist on rectifying this lack of transparency.</description>
